What do you need before you start your build?

 
Before building a house in the Cook Islands, you must follow a series of legal and regulatory compliance steps to ensure your project meets local laws and regulations. These include:

  • Land Ownership/Lease Approval: To start your build the land must be in your name.
  • Planning Permission: You will need to apply for and obtain planning permission from the Ministry of Infrastructure and Planning (MOIP). This ensures that your project complies with local zoning laws, environmental regulations, and building codes.
  • Environmental Impact Assessment (EIA): For larger projects or those in sensitive areas (such as coastal zones), an EIA may be required to assess the environmental effects of the construction.
  • Building Permit: After obtaining planning permission, you will need a building permit from the MOIP. This step requires submitting detailed plans and specifications of the house, including structural, electrical, and plumbing details. The permit ensures that your building meets structural safety standards.
  • Utility Connections: If you require connections to the local water, electricity, or sewer systems, applications to the respective utilities must be made, including any fees.
  • Health and Safety Requirements: Compliance with local health and safety regulations during the construction process is essential, including sanitation, waste management, and worker safety.
  • Cultural and Heritage Considerations: If your land is near or contains any culturally significant sites, additional approvals may be needed from the Ministry of Cultural Development.
  • Final Inspection and Certification: Upon completion, the MOIP will conduct inspections to ensure the building complies with approved plans and regulations. You will receive a certificate of compliance if everything meets standards.

Turnkey Build Details

Turnkey Build (Price includes Kitset, Septic, Water Tank, Insurance and Kitset Build):

– Pricing: Our pricing covers everything except the connection to power, water, and phone, which depends on your build location and distance from existing services. Additional costs may arise due to the slope of the section, extra freight, accommodation and flights if building on an outer island, the height of the house off the ground, and any customisations.

– Septic Tank: Included in the turnkey price unless the location is close to the beach. An additional charge will apply for the upgraded septic required at this location.

Detailed Payment Schedule - Build Milestones

The payment schedule below has been completed below in accordance with bank payment schedules on mortgages in the Cook Islands.

Consents –  $2500 payment for site visit and obtaining consents from ICI, TMO & NES*

Initial Deposit – 50% of Total Build Price (less the $2500 consents fee): Trigger: Upon signing the contract.

Once the materials have arrived and build starts, the following are the progress payments:

– Build Milestone 1 – 10% of Total Build Price

– Trigger: Completion of foundation and framing.
– Purpose: Establishes the structural foundation according to the approved plans.

– Build Milestone 2 – 10% of Total Build Price

– Trigger: Completion of roofing and external cladding.
– Purpose: Protects the building from external elements, enabling internal works to start.

– Build Milestone 3 – 10% of Total Build Price

– Trigger: Installation of electrical and plumbing systems.
– Purpose: Lays out essential services crucial for home functionality.

– Build Milestone 4 – 10% of Total Build Price

– Trigger: Completion of internal drywall, initial interior finishes, and windows.
– Purpose: Prepares the building for final finishes.

– Build Milestone 5 – 10% of Total Build Price

– Trigger: Final finishes, including painting, flooring, and fittings.
– Purpose: Completes the construction, making the house ready for inspection and move-in.

Peace of Mind

Most clients cannot be at the build site for the duration of the build, which can take months. Therefore, for every build, we install a Star link and a video camera. This way, you can monitor the build live anytime and from anywhere.

We also cover the insurance from NZ through to Rarotonga and for the full build through to the hand over of keys.

Shipping and Monitoring Time Frame

– Kitset Assembly: Our NZ staff will assemble the kitset, which takes about 4 weeks, subject to production schedules and material availability.

– Shipping: Completed kitset shipped to Rarotonga or Aitutaki, taking around 1.5 months.

– Monitoring: Set up Star link and video camera for live construction viewing once the building materials are at the site.

Construction and Completion

– Build Time: Typically, a 2-bedroom home takes about 9 weeks to complete, depending on weather and selected package.

– Furniture Delivery: If you opt to purchase furniture at a reduced price, this will arrive on a separate shipment closer to completion.

What's the Next Step?

We recommend organising the consents as soon as possible. To do this, you will need to choose the house you want on the land. We will also require the land court documents showing proof of ownership. The consents will ensure we are able to build on the land before we go any further. The payment for this is $2500 incl. VAT, which will be deducted from the full build price if you proceed. Consents will be organized from:

– Infrastructure Cook Islands (ICI): For the building plans.

– Te Marae Ora (TMO): For the septic approval.

– National Environment Service (NES): To ensure the land is suitable for building.
